The Agnipath Scheme, also spelled as the Agneepath Scheme, is a tour of duty-style program endorsed by the Government of India on June 14, 2022, for enlisting soldiers below the rank of commissioned officers across the three branches of the armed forces. Under this initiative, recruits are contracted for a fixed four-year term and are designated as “Agniveers,” introducing a new military rank. The introduction of the scheme has drawn criticism due to a lack of consultation and public discourse. It was officially put into effect in September 2022.

This scheme departs from the previous system by sidestepping extended tenures, pension benefits, and other entitlements. Opposition parties in India have raised concerns about the implications of this new scheme and called for its suspension and parliamentary deliberation.

On June 16, 2022, violent protests erupted in multiple Indian states, with aspirants for the armed forces expressing their anger over the new scheme, demanding its reversal, and causing damage to public property. These protests escalated, resulting in the burning of 12 trains and the disruption of 300 train services, with one fatality reported by June 17.

Before the implementation of the Agnipath Scheme, the armed forces in India traditionally recruited soldiers for a 15+ year tenure with lifelong pensions. However, from 2019, no recruitment took place for three years due to the COVID-19 pandemic, while around 50,000 to 60,000 soldiers retired annually, leading to a personnel shortage affecting the armed forces’ operational capabilities.

In 2020, a “Tour of Duty” scheme was proposed for voluntary civilian recruitment into the forces for a three-year short service, initially involving a test group of 100 officers and 1000 soldiers.

The scheme derives its name from “Agnipath,” a Hindi poem by Harivansh Rai Bachchan and a popular 1990 film with the same name based on the poem.
Agniveers will be inducted into the Indian Navy under the Navy Act of 1957 for a fixed term of four years. They will hold a distinct rank within the Armed Forces, separate from any existing ranks.

Upon completing this four-year commitment, Agniveers will re-enter civilian life as disciplined, motivated, and skilled individuals, ready for employment in various sectors, thereby contributing to the nation’s development. The Indian Navy is not obligated to extend Agniveers’ service beyond the initial four-year period. Each Agniveer will receive a certificate documenting the skills acquired during their service, which will be included in their resume.

Based on the organizational needs and policies set forth by the Indian Navy, agnivers completing their service term in each batch may have the opportunity to apply for regular enrollment in the Indian Navy. These applications will be evaluated centrally, taking into account their performance during the engagement period. However, no more than 25% of any specific Agniveer batch will be accepted into the regular cadre.

It’s important to note that Agniveers do not have an inherent right to be selected for further enrollment in the Armed Forces. Any such selections, if they occur, will be at the discretion of the Government.

If Agniveers are chosen for regular enrollment in the Indian Navy, they will be required to serve for an additional minimum period of 15 years and will be subject to the terms and conditions of service applicable to sailors in the Indian Navy, as updated from time to time.
